In Dutch oven, combine tomatoes, onion, celery, tomato sauce, water, 1 tsp salt, 1/4 tsp pepper.
Bring to bil.
Reduce heat and simmer 10-15 min.
Meanwhile, cut tops off green peppers, seed, and set aside.
Combine ground beef, rice, basil and remaining salt and pepper.
Mix well.
Fill peppers with beef mixtures.
Place peppers with beef mixture.
Place peppers in tomato sauce.
Spoon some sauce over tops.
Cover and simmer 40-45 min. or until beef is cooked and pepper is tender.
